Countersink cage fits into hole to prevent interference with the table top.
The key to successful riveting is to securely attach parts to the table.
Here, I've used clamps.
And here, I've used stubby clecoes into the tabletop.
Left flap in cradle, ready for riveting. The second most aft rivet I back riveted with the flap set down on the table. The aftmost rivet I'll probably blind rivet.
